HIS common characters Though there is considerable diversity in HIS throughout the developing world, these systems typically share several key common characters: 1- They function in the public sector and often only capture data from interactions with the public health system.2-There is significant fragmentation and duplication in data collection, because governments and implementing partners have little incentive to collaborate on data collection, data sharing, or building common infrastructure.5- Various independent systems are rarely integrated, which impedes the ability to share data, increase the efficiency of operations or enhance the sophistication of analysis and decision making.3-The health information system is not used by those providing or managing health services at the local level, as these individuals are often presumed to not need health information of this nature.4- Data collection is a significant burden on those collecting the data and detracts from time spent delivering services.
