Homeland Security: we now know it did not appear until the U.S.
experienced the unprecedented 9/11 terrorist attacks on its soil, although
the roots of this concept can be traced at least to the civil and air defence
programs of World War II.The 9/11 attacks led President G.W. Bush to develop a White House Office
of Homeland Security (OHS), produce a homeland security strategy, and
replace OHS with a new cabinet level DHS (Department of Homeland
Security) in 2002 It was focused almost totally on terrorism and to prevent another 911 type
attack.The first National Strategy for Homeland Security (NSHS), written after
9/11 but prior to the creation of DHS, is understandably focused on
the terrorist threat to the nation, with no obvious homeland security
definition offered (Office of Homeland Security, 2002).Not surprisingly these initiatives gave prominence to the challenge of
terrorism, especially if coupled with weapons of mass destruction(WMD).
