With increasing emphasis over the past decade, an “all-hazards” approach to homeland security was taken. This approach is aimed at ensuring that the nation could deal not only with terrorist threats, but also with major disasters “caused by human behaviour or cataclysmic mega disasters such as floods, hurricanes, earthquakes, or tsunami” as well as pandemics and cyber-attacks.
