Military Al is defined in this report as applica- tions of artificial intelligence developed for national security. This definition points out how the same Al systems can be used for both military and non-military purposes. This research addresses the diversity of systems encompassed by military Al by stepping back to ask three questions: Who builds the tech- nology? For whom is it intended? And with whose interests in mind? It shows how gender norms shape understandings of military applications of Al and uncovers how gender bias - which refers to the ways in which one gender is privileged over others occurs within machine learning.
