Peacebuilding operations work to solve security problems that plague countries suffering from civil wars.sovereignty violation according to this principle hastened a mechanism emergence that respects sovereignty.Its real motives are linked to controlling and occupying a country, as happened in Iraq (2003) or in Afghanistan under overthrowing pretext a dictatorial regime or combating terrorism, which contributed to a major change in sovereignty concept and non-interference principles.As a result of these circumstances, legal mechanisms have emerged that compensate for international humanitarian intervention, most important of which is responsibility to protect, which attempts to avoid shortcomings of international humanitarian intervention, including violations residue  in many countries after Cold War, especially in Rwanda, former Yugoslavia, and others.It preserves them and contributes to human rights protection.
