Publishing an academic paper in developing world is a major challenge in the circle of academia and researchers, especially finding right journal to show case ones research work results.To the best of our knowledge, this academic publication recommendation tool is the first Recommender System in Sub-Sahara Africa to guide researcher on where to publish their manuscripts.Studies have shown that academia are finding it difficult to locate the suitable journals, where to publish their manuscripts, hence the development of a recommender system to suggest where lecturers and other researchers can publish their research works.There are numbers of recommender systems that suggest similar functions as ours but they are only focusing on recommending papers for researchers to use as references or citation for their work but lack the capability of recommending journals or conferences to publish the research works.One of the limitations of our work is journals or conferences locations, the geographical location may be a bane for the researchers who want to publish in such journals or even attending such conferences.Impact Factor (IF) and openness of journals are considered in developing this tool.

With the advent of predatory journals most academia are faced with problem of where to publish their manuscripts. Some would have laboured for several years to develop their research result manuscripts for submission only to wrongly send it to a blacklisted publishing house or journal. This recommender tool was developed to rightfully guide researchers on where to publish their articles. Impact Factor (IF) and openness of journals are considered in developing this tool. This research is motivated by providing a solution to the problem facing by the lecturers and researchers in developing world of where to publish their articles. Studies have shown that academia are finding it difficult to locate the suitable journals, where to publish their manuscripts, hence the development of a recommender system to suggest where lecturers and other researchers can publish their research works. It is our believe that this work will solve the problem of finding suitable journals and conferences for researcher to publish the manuscripts of their research work. The openness of the journal is another issue that needed to be reconsider in recommending journals, some of the high ranked journals with good impact factor (IF) are not open, researchers pay thousands of naira to get their papers published in such journals. The work could be improved upon by considering the locations of recommended journals and conferences as well as updating the system to accommodate other area of studies, which will be my future work.
