India's response to the problem of blindness has been impressive in its breadth and duration

In 1975, the Central Board of Health declared that “one of the fundamental human rights is the right to see.” In 1976, India formed the National Program to Control Blindness (NPCB) to expand access to surgical treatment of vision disorders and increase ophthalmology services.

1989 India's first international cooperation in the field of eye care was with Danish International Development Assistance Agency Danida. The Danish Development Agency (DANIDA) helped India finance the improvement and expansion of its program to combat cataract blindness by providing equipment, mobile units, training and strengthening monitoring and evaluation.

This has also generated huge demand for cataract surgeries, even among the poor and rural people.

Thus, although efforts have succeeded in reaching many people, only about 75 percent of those who undergo surgery return to an acceptable level of vision.
More than 15 million cataract surgeries have been performed in connection with the Project on Combating Cataract Blindness.
The ability to see at an acceptable level after surgery increased from 75 percent in 1994 to 82 percent from 1999 to 2002.
