The World Bank notes that "China has become one of the most involved industrial policy and administration consumers in the world." The Chinese State Council said that 150,000 SOEs currently operate at the levels of central and local governments. SOEs in China can represent 50% of the non-agricultural GDP. Moreover, amid the heavy downturn in EIs, a variety of sectors e.g. petroleum and mines, telecommunications, utilities, transportation and various industries) appear to be regulated by them the key sectors are insulated from competition; the big sectors are allowed to invest abroad; and China's inventory indices are dominant. One research showed that 50% of China's biggest production firms and 61% of the top 500 service sectors constitute SOEs. Many are not only SOEs, but also major players in China's economy.
