Exclusionary Clause The term disability and or placement in special education does not apply to students who are experiencing learning problems that are primarily the result of the following circumstances: o environmental factors o cultural factors including not being a native Arabic speaker o economic disadvantage o or students who have experienced academic failure.The major categories of disabilities which may qualify a student for special education programs and services are not limited to the aforementioned, but also includes other disabilities such as the following: o Multiple Disabilities, and o Developmental Delay B- Special Education Programs An important consideration in special education is to provide the student with disabilities an education in the least restrictive environment which means that to the extent possible, a student with disabilities should be educated with age-appropriate peers who do not have a disability.
