This is based on the Model Places of Assembly Regulations, which can vary in detail from those of a particular state! This legislation applies from 200 spectators. It should be noted that it is not the actual number of seating or standing places that counts: it is assumed that there are two spectators per m2 in the place of assembly (for rows of seats; two spectators per running m for standing places).
