A concession may be granted by the Quality Manager extending rectification
period of MEL items that have exceeded their time limitation category.Note:
Dispensations will not be granted for Ultimate Scrap Life, mandatory tasks
(CMR, ALI items), OPS, and those items required by an AD.

J. Application for dispensations shall be limited to the following:
i.) For items controlled by Flying Hours (FH):
(1) 5000 FH or less 10%
(2) 5000 FH or more 500 FH
ii) For items controlled by calendar time:
(1) 1 year or less 10% or 1 Month, whichever is less
(2) Between 1 and 3 years 2 months
(3) More than 3 years 3 months
iii) For items controlled by Landings / Cycles (LC):
(1) 500 LC or less 10% or 25 LC, whichever is less
(2) More than 500 LC 50 LC
K. A copy of the Dispensation approval letter shall be forwarded to the Head of
Maintenance Planning and Documentation, Technical Records unit and the

G. Line Stations
In case of requests for concessions from outstations, MCC Supervisor shall first
obtain full information regarding the defect from the affected Line Station by
AMOS/SITA/telex/fax/Email messages, etc.., and later follow procedures as in 1.F
above.H. Outside normal office hours, the Quality Manager may allocate a Concession
serial number for quoting in the Technical Log to indicate Quality Manager
agreement of the Concession, provided all queries have been satisfied and that
limitations or conditions laid down specifically are understood by MCC Supervisor
on duty who shall take the following:
Submit to Quality Manager all Telexes/Faxes/Emails and other information in
regard to the agreed Concession during the morning on the next working day and
submit the Concession request without delay. ii) Upon grant of concession, MCC/PCC/Amiri Fleet Supervisor on duty shall
ensure that the conditions and limitations imposed by the Quality Manager are
strictly complied with, the same is reflected in the Technical Log, and the
Flight Crew briefed as necessary.After a concession has been granted by the Quality Manager, the
Supervisor MCC shall ensure that the procedure as described in 1.F(ii) is
complied with, by transmission of a Telex/Fax/Email message to the concerned
line station authorization holder.E. Only after receiving the dispensation approval from the DGCA, the
grounding/blockage of the aircraft can be terminated, and the extension given by
the approval can be used to reschedule the aircraft for the maintenance check.I. Concession may be granted by Quality Manager to deviate from procedures of

2.If acceptable to the Quality Manager, a
serialized Concession Form (KUK /58) will be issued stating any limitations
imposed.F. PCC/MCC/Amiri Fleet Supervisor on duty shall apply procedure (i) below, prior to
approaching Quality Manager with a request for Concession. i) Consult the MEL and the appropriate trade authorization holders to obtain
maximum information, minute particulars and detailed knowledge of the
affected system and convey the same to Quality Section.If required, the
MCC/PCC/Amiri Fleet Supervisor may discuss the technical aspects of the
concession with Quality Staff.G. The applicant shall submit a request for dispensation providing
reasons/justification and all supporting documents and details to the CAMO
Manager to accept and submit a request to the Quality Manager.C. Application for dispensation (without receiving approval) does not allow the
continuation of aircraft operation with overdue required scheduled maintenance.Maintenance Planning and
Documentation shall provide a photocopy of the dispensation to PCC/MCC as
necessary.E. The Concession Form serial number shall be quoted in the Technical Log and on
all relevant documents.I. Dispensation may be requested to:
i) Permit extension of a maintenance scheduled check. ii) The dispensation may also include approved life of a component or period of a
certificate check.The Maintenance Planning and Documentation Section shall then
advise all concerned sections for information and further action as per conditions
specified in the dispensation approval letter.The request for Concession shall be
submitted as early as possible, so as to enable the Quality Manager to study the
merits of the case.D. Validity of the Concession shall be as stated on the serialized Concession Form.B. Planned dispensation application will not be accepted, only applications
requested for unforeseen circumstances will be considered.D. The work package shall not be closed unless dispensation approval is received,
otherwise the aircraft should be grounded/blocked before the required
maintenance due time.H. The Quality Manager will forward the application to the DGCA when all the
criteria's described in the chapter are fulfilled and accepted by the Quality
Manager.Concessions will not be granted to MEL category A and D items.MEL Category B
and C items may be granted 3 and 10 days respectively for one time only.C. Details of the affected item and the reason for request, supported by the
documentary evidence, shall be provided.The Concession shall be terminated at the stated date.F. Request for Dispensation shall be requested by concerned CAMO section
through the CAMO Manager to the Quality Manager.DISPENSATIONS
A. Dispensations are only granted by the DGCA.B. Request for Concession shall be made to the Quality Manager by concerned
section Head or the process owner.
