Chapter 1 Introduction 1.1: Background of the field study report This field study aims to enable students to gain practical experience in their specialization, and to encourage them to link what they have studied theoretically with what they practice practically, This contributes to a deeper understanding and valuable information that will be retained and benefit them in the long term.It also monitors and reports any violations of the Commission's regulations and provides legal opinions The advice given to those concerned in the committee also includes another section on laws and legislation This involves providing legal advice and opinions regarding human rights, participating in the study of national legislation, highlighting provisions that conflict with international agreements and treaties ratified by the Sultanate, and all studies on human rights, analyzing them, and expressing opinions on the possibility of utilizing them Preparing studies and research in the field of human rights in cooperation with the relevant departments, also investigating the legality of reports and complaints submitted to the committee and submitting recommendations to the committee.1.3: About the Omani Human Rights Commission 1.3 The Omani Human Rights Commission is a modern, independent institution that monitors the human rights situation in the Sultanate of Oman and ensures that various bodies adhere to human rights standards it also raises awareness, promotes a culture of rights, and advocates for human rights among members of society Established in 2008 by Royal Decree No 124/2008, its full statutes were established by Royal Decree No 57/2022 To enhance its independence, its work relies on a range of competencies, including developing the national human rights strategy, monitoring the implementation of international laws and agreements, receiving and reviewing complaints, conducting field visits, and representing the Sultanate in international forums.1.3.1: Background of the Omani Human Rights Commission 1.3.1: The committee operates in accordance with the Paris Principles, which constitute the international framework for the work of national human rights institutions, granting it independence in carrying out its duties Since its establishment, the committee's role has expanded to include monitoring and documenting human rights violations, conducting field visits to detention and care centers and health and educational institutions, in addition to receiving complaints from individuals and communicating with the relevant authorities to address them The committee pays close attention to raising awareness and spreading a culture of human rights in society through awareness campaigns, workshops and training programs.2- Legislation Department: Providing legal advice and opinions regarding human rights; participating in the study of national legislation and international agreements and treaties ratified by the Sultanate; collecting and analyzing anticipated human rights studies and providing opinions on their feasibility; preparing studies and research in the field of human rights in cooperation with relevant departments; and investigating The legality of reports and complaints submitted to the committee and the submission of recommendations to the committee Cooperation with relevant international human rights mechanisms, preparation of reports, and participation in human rights meetings at the regional or international level.-Preparing annual and periodic reports that contribute to the development of policies and legislation -The committee's focus on the groups most vulnerable to violations, such as children, women, people with disabilities, and workers -The presentation emphasized that the committee is a key element in promoting justice and equality, and supporting national efforts to build a society that respects human dignity and upholds the principles of human rights.The Omani Human Rights Commission includes the following sections: 1- Legal Affairs Department: Drafting and reviewing regulations, preparing and reviewing participation in the Administrative Investigations Committee, taking necessary legal action before judicial authorities, monitoring and reporting any violations of the committee's regulations and bylaws, and providing opinions and advice to relevant parties within the committee.18/11/2025 I was sent to Samail: -
