The COVID-19 pandemic was a classic “black swan” event that disrupted work norms virtually overnight. Companies like Google had to make quick, volatile shifts to all-remote work in 2020, then iterate hybrid models amid evolving public health guidance. The current return-to-office push occurs as firms navigate uncertainty about what the future of work should be – there is conflicting evidence on remote productivity and no clear consensus across industries. Google’s leadership is responding to ambiguous data and competitive pressures, which makes their policy decisions complex. The situation is complex also because of global variations: Google operates in many countries with different COVID recovery stages, local regulations, and cultural expectations around office work. Designing a one-size policy to fit all is challenging. Furthermore, the tech sector in 2025 faces an uncertain economic climate (e.g. intermittent hiring freezes, shifts in demand), adding to leadership’s risk calculations. In summary, Google’s remote-work reversal is a reaction to a VUCA world – the company is trying to restore stability (through an in-office culture) in an environment that has been anything but stable. This context justifies the need for agile and well-communicated HR strategies.
