circular infrastructures. In addition, the institution plays a crucial role in
coordinating the development of shared visions by metropolis municipalities, providing technical and financial assistance for the development of local plans, as well as coordinating pilot programs on green
roofs and climate shelters located in parks and public buildings in the
most vulnerable areas.
In addressing climate change as a transversal issue, the principles of
integrating nature, energy transition, green economy, and metropolitan
coordination and participation reverberate across various scales and
plans, facilitated by a variety of institutional arrangements that integrate different planning scales and actors, such as in the case of the Besos consortium. Regarding governance aspects, innovative points of transferability to other cases include a multi-scalar perspective and diversity of institutional settings for planning, participation, and consensus building, that are strongly connected to public institutions to provide technical and financial support for the municipalities, and at the same time enabling synergies between other actors such as universities, companies, and NGOs. The intermediate scale was critical since it represents a bridge between supra-municipal instances, municipalities, and other relevant actors. Another relevant point was the importance of the metropolitan institution in promoting pilot projects, which can be tested and later scaled up, such as the climate shelters in public parks and institutions that aim to offer support to vulnerable populations. The various existing institutions considering the fragilities and potentialities of the Besos territory combine various concepts agreed at
different planning scales without disregarding local characteristics. The
strategies applied to a more environmentally preserved area differ from
those recommended for a more consolidated urban area, despite sharing
similar principles. By considering the local characteristics, both focus on
renaturalization - valuing the green and blue infrastructures in a multiscale perspective - mixed uses, sustainable mobility, attention to
vulnerable groups, and increase of job offers related to the green economy and professional qualification.
Despite the limitations of the analyzed case, it is possible to ponder
