Studying the impact of the rules of the use of force in international relations in accordance with international law on the idea of collective security in light of the policies of competition and permanent international power balances in the Security Council and the effectiveness of applying the theoretical text to the practical reality of the situation of the Palestinian/Israeli conflict and the effectiveness of the application of international rules to manage the war crisis in Gaza in 2023, by analyzing the texts of the rules of international law and the positions of the major countries towards the conflict, using the crisis management methodology to analyze the extent of the causes of the outbreak of war are related to the policies of the balance of major powers followed in dealing with issues in the Security Council, and the risks of continuing this crisis affects collective security, and the positions of major countries in solving the crisis The study is divided into two researches, 1 the rules of international law in armed conflicts and the mechanisms of its application, 2 the reasons for the outbreak of war and its risks and the current policies to resolve the crisis and impose a truce, and the study concluded that the United Nations is prone to end its work like its predecessor the league of nations, as a result of the inability of the Security Council due to the policies of its permanent members double standards in managing armed war crises and preventing their outbreak, and therefore the inability to provide security protection addressing him, which manifests itself significantly since the outbreak of the conflict historically until the ongoing war, and its inability to Enforce the truce.
