2/11/2025
On the first day of training, I was introduced to the main departments within the committee, including the Legal Affairs and Administrative and Financial Affairs departments, the tasks performed by each employee, the committee's work throughout the year, and the educational activities, programs, and field visits that the committee conducts from time to time.
I learned that there are social workers and a lawyer for the committee present within the committee itself to assist employees when they receive any complaints related to issues and laws, directly helping and guiding them in following up on people's matters.

4/11/2025
I have read the case and understood its facts. I have identified the parties to the case: the plaintiff and the defendant, their legal status (individual, company, government entity), and understood the basic facts. I have identified the action or omission that led to the dispute, identified the evidence, documents, or testimonies supporting each party, and distinguished between legal and factual matters Next, I determined the nature of the case (civil, contractual and compensation, criminal, personal status, etc.). I researched and linked the relevant legal texts to identify the appropriate legislation, rights, obligations, procedures to follow, penalties, or legal consequences. I then connected the legal article to the facts of the case and prepared a report or memorandum.
6/11/2025
Discussion with the Head of Legal Affairs
This discussion aims to unify the team and establish a framework for the case study, supporting the core advocacy and defining internal legal principles for administrative decision-making.
Preparing a defense memorandum, identifying the documents required by the relevant authorities to complete the case file, and preparing and submitting a case study file to the court.

Gathering data and documents, and narrating the facts of the case from the beginning until the date of file preparation.
Gather all supporting evidence and attachments, and verify the authenticity, date, and consistency of documents with the facts.

Analyze the facts and legal points.
The essential points upon which the case or defense will be based should be clearly and systematically presented.

  1. The first page should contain essential information: case title, file number, names of parties, and a summary of the facts. 2) It should include a detailed chronological account of events with key dates, the method for preparing the court filing, the statement of claim or application, attachments, an explanatory memorandum, and fees.

  2. The case file can be submitted in paper or electronic format, depending on the court's regulations.

  3. When writing the legal opinion for the case, a short introduction should be included, clarifying the subject matter. This should be followed by an analysis of the legal positions of both parties, the plaintiff's position, legal arguments, and presented evidence.
    • Write the plaintiff's demands:
    • The plaintiff is obligated to pay a sum of money amounting to...
    • Annulment of an administrative decision issued on...
    • Obligation of the defendant to fulfill a contractual condition
    • Compensation for damages, with the necessity of a thorough analysis of the request and its legal basis.
    • Attachments that must be included: attachment number, address, additional evidence, official records, or government documents.

• Discussion with the lawyer present at the committee meeting
• This refers to the committee members consulting with the lawyer responsible for or assigned to attend the committee meetings, in order to obtain their legal opinion on the issues at hand, and to ensure that the decisions and recommendations are based on sound legal grounds.
• Monitoring and investigating violations means tracking and gathering information about any suspected human rights violations, whether through complaints, direct observation, or reports.
• The committee then investigates these violations by verifying evidence and hearing from relevant parties to reach accurate conclusions.

13/11/2025
• The Omani Human Rights Commission works to protect individual rights and promote justice.
• The Commission receives complaints of human rights violations.
• It investigates these complaints confidentially and in cooperation with the relevant authorities.

• The committee focuses particularly on protecting the most vulnerable groups, such as children, women, people with disabilities, and workers.
16/11/2025
The main difference between the public law and the private law is that public law is related to the administration centers and the private law is related to problems between citizens.
I had learned the different types of laws in Oman, which are the basic law of state, the civil law, the criminal, the commercial law, the companies law, the labor law and finally, the personal status law.
I have to know types of punishment and how they are classified. (Felony, misdemeanor and infringement)
The statement “The court has ruled” is used for people who committed misdemeanors and the statement “A decision was issued by the court” is used for those who are exposed to delinquency.
• During the year, the relevant committee studies the laws and regulations related to its jurisdiction, by collecting observations, reviewing existing legislation, and comparing best regulatory practices.
18/11/2025
• Explanation of the tasks performed during the visit
• Tour of the prison facilities and sections
You were shown various parts of the prison, such as the wards, recreation areas, clinics, kitchen, visiting rooms, etc., to learn about the detention environment and how it is organized
• Checking on the conditions of the inmates
The visit included monitoring the general conditions of the inmates, such as the conditions of residence, the level of cleanliness, the availability of basic needs, and ensuring that there were no violations.
• Checking the services provided to prisoners (health, food, social)
You reviewed the quality of health services provided, the quality of meals, and the availability of social support and psychological and vocational rehabilitation programs.
• Listening to guest complaints
• You listened directly to guest feedback and complaints to understand the challenges they face, with the aim of raising these issues with the relevant authorities and working to find solutions if necessary.
23/11/2025
• A team from the committee conducted a field visit to the detention center to monitor the conditions of detainees and ensure the quality of services provided to them. During the visit, the team inspected several departments and procedures within the center, including:
• The Visitors' Reception Area: This is the location where the entry and registration of detainees' families are organized according to specific procedures.
• The health clinic: where the team learned about the type of medical services provided to detainees and how to deal with different health conditions.
• A mechanism for organizing family visits to detainees, ensuring ease of communication and respect for humanitarian aspects.
• This visit aims to ensure that the detention center provides a humane environment that respects the rights of detainees, whether in communicating with their families, accessing health services, or being treated in accordance with applicable laws and regulations.
25/11/2025
• The interview was with a representative from the Omani Human Rights Commission.
• To learn about their role in society, the representative explained that the Commission's role is to follow up on any issues related to human rights, such as receiving complaints, monitoring any violations, and raising awareness among people about their rights and responsibilities.
• The committee is rich in many areas such as the rights of workers, children, women and those with discrimination, and when it reaches them to work, it actually checks on them and reaches their legal issues.
• The representative pointed out that some violations occur due to a lack of awareness of the laws, therefore the committee is working to spread legal awareness and clarify rights for the public. At the end of the meeting, it was noted that interest in human rights is growing, and that modern laws and the committee's work have helped to promote justice and public awareness.
2.3: Student contributions to the Omani Human Rights Commission:

  1. Contributing to the documentation of observations and case studies.

  2. Assisting in the documentation of court reports.

  3. Helping to propose solutions and expressing opinions on certain issues.

  4. Drafting memoranda of understanding.

  5. Sharing ideas and submitting suggestions for improving the services provided by the Commission.

  6. Drafting employment contracts and drafting resolutions, including preambles.

2.4: Application of theories to real life situation
The theory of basic human needs, developed by researchers such as John Burton, is widely used in conflict analysis and human rights issues. It posits that people have fundamental needs that cannot be ignored, and that violating these needs leads to harm, conflict, or a decline in quality of life.

One of the most important needs is security (protection from violence and fear) Identity and Respect Health, Education, Housing and a Decent Living
Social Participation The committee is particularly concerned with this aspect due to the numerous complaints regarding the lack of access to basic necessities, such as:
A worker being denied adequate housing A child being denied access to education A prisoner being denied healthcare Also, the theory of equity, developed by philosopher John Rawls, is one of the most important theories used to assess fairness in society Opportunities and services should be distributed fairly among everyone All individuals should have the same opportunities without discrimination.
Policies should be designed to help vulnerable groups (people with disabilities, the elderly, and migrant workers) and The human rights approach is based on the principle that every human being possesses inherent and indivisible rights, and that the state and its institutions have a duty to protect every person as having equal value Discrimination based on sex, nationality, disability, color, or any other status is prohibited Every governmental or private entity is responsible for respecting rights and can be held accountable Individuals must be involved in decisions that affect their lives (women, persons with disabilities, children) The importance of these principles within the Committee guides how national reports are written and provides a standard for visiting places of detention Some examples of theories that are applied in real-life situations: A complaint from an expatriate worker regarding the confiscation of his passport and his being prevented from traveling Theories applied in this complaint: Rights principles: Violation of personal freedom and the right to freedom of movement; the employer and relevant authorities should be contacted Needs theory: The worker needs legal security and access to his rights Justice: Ensuring non-discrimination based on nationality Some training procedures: Analyzing the complaint Identifying violated rights suggesting a course of action with the Ministry of Labor Preparing an impartial report.

2.5: Challenges
There were no clear instructions or schedule to follow there were no assigned supervisors for the trainees. Some days, the trainee would go to the committee just to read a book or contracts because the other staff members were too busy with their work to train him that day

  • Dealing with sensitive topics such as human rights issues often involves personal privacy or sensitive violations.

  • Understanding the legal and human rights framework: Initially, I faced some challenges in grasping local and international laws and regulations related to human rights.

  • Research and analytical skills

When preparing reports, summarizing issues, forming opinions, and writing memoranda of understanding and contracts, it is essential to seek out diverse and highly accurate sources to ensure the information is written correctly.
2.6: Ethical consideration

  1. Mutual Respect: There must be mutual respect between our employees and us and we must work as a cooperative team.

  2. Compliance with the committee's internal regulations and government work procedures.

  3. Adherence to professional writing and communication, including reports and correspondence, using formal language.
4- Maintaining Confidentiality: Confidentiality must always be maintained in every committee or institution. No names, photos, information, files, or personal documents should be leaked outside the committee. Everything that happens within the committee must remain within it.

                                                              Chapter 3

Conclusion and Recommendations
3.1: Conclusion
During my training at the Omani Human Rights Commission, I learned a great deal about laws, legislation, and the drafting of regulations and decisions specific to the Commission. This was through a training course related to the field of criminal justice, which gave me the opportunity to review the annual reports issued by the Commission each year, as well as some cases, contracts, and decisions consisting of preambles and memoranda of understanding I have become more aware of the problems that society faces and goes through, and how to resort to the relevant authorities for help and to solve legal problems. I have written many notes that will benefit me in my future career, and will serve as a guide and a basic basis to build upon and add more information to.
3.2: Suggestions

• Divide trainees into small groups and make a schedule for each group to train together, work together, attend meetings and presentations together. As this would provide a chance for other groups to start their trainings on the days the first group are off and have quicker training process in a shorter period, completing many tasks given. Have a special supervisor who is responsible for everything related to the trainees and guide them through the stages of where to start, what to do and what is expected to be accomplished in that day.
