Early social structures established rules through negotiation, evident in Babylonian, African, and Roman civilizations. However, these legal frameworks lacked modern human rights concepts, instead promoting inequality, discrimination, slavery, and reinforcing power hierarchies. The concept of human rights gradually emerged alongside evolving political societies and governance, initially as philosophical ideals. Landmark documents like the Magna Carta, Petition of Right, and Bill of Rights aimed to curtail monarchical power. The term "human rights" appeared in 18th-century texts, notably the Virginia Declaration of Rights (1776), followed by the US Declaration of Independence and the French Declaration of the Rights of Man and of the Citizen (1789). The French Declaration explicitly used the phrase and linked the violation of human rights to societal suffering and governmental corruption, highlighting the political protection of natural rights.

reinforcing the power of masters and certain social classes.

evolved and governance tools developed. Initially, these were merely
intellectual and philosophical principles, later materializing in key national
documents such as the Magna Carta in 1215, the Petition of Right in 1628, and
the Bill of Rights in 1689. These documents were all aimed at limiting
monarchical tyranny and restricting absolute power.
Some researchers believe that the term "human rights" first appeared in
political texts in the 18th century. These texts emerged as declarations, such as
the Virginia Declaration of Rights on June 12, 1776, which was the first
document to enshrine certain individual rights and freedoms. Other examples
include the United States Declaration of Independence on July 4, 1776, and the
Declaration of the Rights of Man and of the Citizen on August 26, 1789.
Some researchers also note that the phrase "human rights" appeared in
various American declarations but without directly combining the words
"rights" and "human." However, the French Declaration explicitly bore the title
"Declaration of the Rights of Man and of the Citizen." Its preamble emphasizes
that "the neglect, disregard, or violation of human rights is the sole cause of
society’s suffering and governmental corruption," with certain articles aiming
to politically safeguard natural human rights.
