The constitutional founder has sought to uphold the principle of legal security on the basis of the idea of a State that respects the law, which does not make the law a means of expanding its powers, as reflected in the recent amendment of the Investment Act and related laws, including the laws governing the property portfolio intended for investment and the conditions and procedures for the granting of concessions on investment-oriented properties.
