In 2013, President of the Russian Federation V.V. Putin initiated the revival of the TRP system (“Ready for Labor and Defense”) in modern Russia.
“The revival of this system - in a new, modern format - can be of immense benefit. You can call it differently. In essence, this system needs to be revived, ”the head of state said. V.V. Putin noted that the assessment of the level of physical training of the student must be reflected in the document on education and taken into account when entering the university.
He made this statement in March 2013 at a meeting on the development of youth sports dedicated to the opening of a new sports palace in the Sambo-70 complex.
In conducting the meeting, Putin noted that despite the great efforts to promote the values ​​of a healthy lifestyle, the situation with the mass, especially children's sports is still not fundamentally changed, and the state of health and fitness level of today's youth leaves much to be desired.
"At the age of 14, two-thirds of children in Russia already have chronic diseases, half of the schoolchildren have abnormalities in the development of the musculoskeletal system, 30% have cardiovascular and respiratory system disorders, up to 40% of recruits are not able to meet the minimum standards of physical training "- said Putin at the meeting.
According to the head of state, there are a lot of reasons for this situation - social problems, the state of affairs in families, the state of health care, and the situation in schools. Now only about 83% of educational institutions have sports halls, of which more than 42% need improvement and reconstruction.
“A modern equipped gym should be in every educational institution. We need to solve this problem in the coming years,” Putin said. At the same time, he noted that many children "sit on the bench during physical education classes."
“Everyone, without exception, should be engaged,” the president added, explaining that special corrective programs should be developed for children who have health restrictions.
According to him, the quality of the organization of physical education must necessarily be taken into account when assessing the effectiveness of the work of educational institutions.
As one of the solutions to the problem, the president proposed to recreate the GTO physical training complex ("Ready for Labor and Defense") in Russia in a modern format, and to take the standards into account when entering universities.
“You can call it differently. The last thing I would like to use is some bureaucratic abbreviations. Now we don’t think of a new name, but this system needs to be revived, and I would ask you to get involved in this job of finding the name itself,” Putin said.
A year after his speech, on March 24, 2014, Russian President Vladimir Vladimirovich Putin announced that he had signed a decree on the legal launch of a project to revive the TRP system.
“Today we will discuss what is needed in order for mass sports to develop, become even more accessible for people of different ages and health, in a word, how to attract the overwhelming majority of citizens to regular physical education. One of the initiatives in this area is the revival of the TRP, thanks to which more than one generation of active, healthy people has grown. The decree on the start of this project has already been signed, ”said Putin, opening the meeting of the Sports Council. He added that it was decided to keep the old name “Ready for Labor and Defense” as a tribute to the traditions of national history.
The full name of the document is the Decree of the President of the Russian Federation of March 24, 2014 No. 172 "On the All-Russian Physical Culture and Sports Complex" Ready for Labor and Defense "(TRP)". According to the Decree, from September 1, 2014, the norms of physical training "Ready for Labor and Defense" (TRP) are being introduced in Russia. The provision on the TRP is approved by the Government of the Russian Federation before June 15, 2014. Coordination of the activities of federal and regional authorities in the implementation and implementation of the TRP is entrusted to Minsport of Russia. Regional plans for the implementation of the TRP were approved before August 1, 2014.On June 11, 2014, Government Decree No. 540 “On Approval of the Regulations on the All-Russian Sports and Fitness Complex“ Ready for Labor and Defense ”(TRP)” was issued, which approved the Regulations on the All-Russian Sports and Sports Complex “Ready for Labor and Defense” (TRP) .
The document was prepared pursuant to subparagraph “a” of paragraph 2 of the Presidential Decree of March 24, 2014 No. 172 “On the All-Russian sports and sports complex“ Ready for Labor and Defense ”(TRP)” and in accordance with the instructions of the Government.
The Regulation defines the principles, goals, objectives, structure, content and organization of work on the implementation and further implementation of the All-Russian sports and sports complex "Ready for Labor and Defense" (TRP) (hereinafter - the TRP complex).
The TRP complex includes 11 steps in accordance with the age groups of the population from 6 to 70 years old and older and establishes standards for three levels of difficulty, corresponding to the gold, silver and bronze signs.
The regulatory-testing part of the TRP complex provides state requirements for the level of physical fitness of the population, including: types of tests and standards (mandatory and optional); requirements for assessing the level of knowledge and skills in the field of physical culture and sports; recommendations for weekly motor regimen. Mandatory tests are aimed at determining the level of development of speed capabilities, endurance, strength and flexibility.
These government requirements are approved by the Ministry of Sports in coordination with the Ministry of Education, the Ministry of Defense and the Ministry of Health.
To meet the state requirements of the TRP complex, testing centers have been established in the regions of the Federation. The subjects of the Federation are granted the right to additionally include two types of tests at the regional level at the regional level, including national, military-applied and the most popular sports among youth. It is envisaged that the presence of insignia of the TRP complex for applicants for training in educational programs of higher education is taken into account by educational organizations during admission. Trainees who have the gold mark of distinction of the TRP complex may be awarded an increased state academic scholarship. The employer has the right to encourage persons who have complied with the standards for the corresponding distinction mark of the TRP complex.
Coordination of activities for the phased implementation of the GTO complex is carried out by the Ministry of Sport of Russia.
The resolution will allow increasing the number of Russian citizens who are regularly engaged in physical culture and sports, as well as increase their level of physical fitness and life expectancy.
June 30, 2014, Government Decree No. 1165-p was issued - On the plan of measures for the phased introduction of the All-Russian physical training and sports complex "Ready for Labor and Defense".
Experimental testing of the TRP Complex began on 01.09.2014 in 12 regions of the Russian Federation (the city of Moscow did not participate).
The government has determined the design of the distinction for sporting achievements in the All-Russian sports complex "Ready for Labor and Defense" (TRP). The sketch was developed by the Ministry of Sports.
